What Is a NIE Number?

NIE stands for Número de Identificación de Extranjero – literally "foreigner identification number." It is a tax identification number assigned to non-Spanish nationals in Spain. Think of it as the equivalent of a National Insurance number in the UK or a social security number in the US – it identifies you in the Spanish tax and administrative system.

The NIE is not a residency document. Having a NIE does not mean you are legally resident in Spain. It is purely an identification number for tax and administrative purposes.

You will need your NIE for almost every formal transaction in Spain:

  • Opening a Spanish bank account
  • Signing a rental contract or property purchase
  • Registering with a private healthcare provider

What Is Empadronamiento?

Empadronamiento is the process of registering your address on the local municipal register (padrón municipal). When you complete empadronamiento, you are officially recorded as a resident at a specific address in Marbella. The document you receive is called a certificado de empadronamiento or volante de empadronamiento.

Empadronamiento is handled by the local town hall (Ayuntamiento de Marbella), not by the national immigration or tax authorities. It is separate from NIE and from legal residency status.

You will need your empadronamiento certificate for:

Why Both Matter

The NIE and empadronamiento serve different purposes and are issued by different bodies. You will almost certainly need both.

  • NIE – national tax ID, issued by the Oficina de Extranjería (immigration office) or police stations with extranjería functions
  • Empadronamiento – local address registration, issued by the Ayuntamiento de Marbella Neither automatically comes with the other. Requirements can vary and change – always verify the current list before attending. Generally required:

  • Completed application form – EX-15 is used for NIE assignment and NIE certificates; EX-18 is used for the EU citizen registration certificate (these are different procedures). Where to Apply in Marbella

NIE Number

NIE applications are handled through the National Police (Policía Nacional) system and the Oficina de Extranjería, which falls under the Ministry of the Interior. Depending on the procedure:

  • Oficina de Extranjería – handles certain immigration and NIE-related procedures for the province. Marbella has a local Oficina de Extranjería – CNP contact point; check current competence and procedure directly.
  • Comisaría de Policía Nacional – police stations with extranjería functions can process certain NIE applications. Which stations handle which procedures, and for which nationalities, can vary – verify before travelling to any specific office. Do not assume all NIE matters require a trip to Málaga city. Check the current local options through the official cita previa system or with a gestor who knows current local practice.

Empadronamiento

  • Ayuntamiento de Marbella – the town hall, located in the centre of Marbella. There may be satellite offices or administrative points in San Pedro de Alcántara and other areas.

The Appointment System

Getting an appointment for NIE is the part that catches most new arrivals off guard. Appointments at the Oficina de Extranjería are booked through the official online system (cita previa) at the Sede Electrónica of the relevant ministry.

The practical reality: appointments can be scarce, particularly in peak season (May–September) when demand from new arrivals is highest. Slots can disappear within minutes of becoming available. Some people wait several weeks for an appointment.

Processing Times

NIE: The NIE number is typically assigned at the appointment itself, or shortly after, once documentation is verified. The physical certificate or document is usually issued on the same day or within a few days. The number itself is what you need for most purposes – you can often use it while waiting for the physical document.

Empadronamiento: The certificado de empadronamiento is usually issued the same day or within a few days at the Ayuntamiento, once your registration is processed.

Both timelines can vary and depend on the volume of applications being processed at the time. Do not plan other critical processes around assumed timelines.

Can You Do It Yourself, or Use a Gestor?

Both processes can be attempted independently by most people. The forms are not complicated, and the process is documented online.

However:

  • Appointment availability is the biggest practical obstacle for NIE. A gestor with experience in the local system can help monitor the cita previa system and advise on the fastest current route.
  • Document completeness is the biggest cause of failed appointments. A gestor can check your documents before you attend and knows what the current requirements are.
  • In-person attendance – depending on the procedure, you may still need to attend in person even if a gestor is helping. A gestor helps prepare, advise and assist – they cannot always complete the process entirely on your behalf without your presence.
  • Language – most of the process is in Spanish. A gestor or Spanish-speaking companion at the appointment makes things considerably easier. Typical gestor cost for NIE + empadronamiento assistance: varies – ask for a fixed quote before engaging.

Common Bureaucracy Mistakes

Arriving without a cita previa. You cannot walk into the Oficina de Extranjería without an appointment for most processes. Book in advance.

Incomplete documentation. The most common reason for a failed appointment. Bring originals and photocopies of everything. When in doubt, bring more documents rather than fewer.

Wrong form for your procedure. EX-15 is for NIE certificates/assignment; EX-18 is for the EU citizen registration certificate. These are different procedures. Check which form applies to your specific situation before attending.

Not paying the tasas in advance. The administrative fee must typically be paid before the appointment using Tasa 790 Código 012 at a bank – not at the office on the day.
