For lunch, the streets around the Atarazanas market and the market's own tapas counters are reliable; Calle Carretería and the Lagunillas side of Plaza de la Merced do a menú del día around €13 to €15. For evening tapas, aim for the bars near Plaza de las Flores rather than the main drag.
